Well, let's start with the solid. Those Tac Squads aren't perfect, because MMs are better than MLs, no question.  All the same, could be much, much worse, because I still sometimes see people put Heavy Bolters in Tactical Squads, and that is virtually inexcusable. :(

Telion and Snipers is great stuff too.

I assume the Preds are the Dakka variety, which is fantastic (well, for its points) and AoBR Dreads are neato too. (Did I really just retype neato? I have no idea why I used it first time...???)

So, let's start with these elements:

Scouts: Telion, 3 Snipers, Missile Launcher Scout - 135
Tac Squad: ML, Flamer, Rhino - 205
Tac Squad: ML, Flamer, Rhino - 205
Dreadnought: Multi-Melta - 105
Dread: MM - 105
Predator: Heavy Bolters - 85

So far we've spent 925 points, and have a pretty solid core.  We still need an HQ, of course, and some more anti-tank. Ideally, we'd add Land Speeders. Sadly, this doesn't really seem to be an option. :( Since Q-Con is next weekend, the chances of you getting them built etc are incredibly slim. My next choice would actually be Rifleman Dreads, but, again, modelling concerns probably make this too tall an order. :(

I assume the AST have TH/SS, not Lightning Claws? I hope so anyway...lol

With that in mind, the options come down to a single Rock, with them in a LRC (slightly too expensive, requires trimming - and it is inherently fragile.  Tau, for instance, would own your face.) ... or we go with :

5 Sternguard: Combi-Meltas, Drop Pod - 185

And we still need an HQ... :-/ 
Well, with having spent 1230, we have 270, more than we could possibly spend! In that case, the best HQ to take is the MotF with Conversion Beamer, to camp with the Scouts.  If that isn't possible, then take a Terminator, call him a Librarian, give him Null Zone, Vortex, and a Storm Shield.  Sit him with the Scouts, because no-one will advance towards them too confidently.  He costs 140 points, so if we drop a Tac Squad (205) we can take 2 5-man ones with Las/Plas Razors! ;-)

That makes the list:

Swish, no? You could also all Melta Bombs to the 10-man Tacs, or something...maybe a Dozer for their Rhino? May as well. Could ofc be better, but working with limited resources. :p

Will return to yours Chris, after your drubbing is administered this afternoon - but, initially...

You have your primary ranged anti-tank in 4 single Auto bunkers, and the Manticore.  Now, while the latter is somewhat reliable, it's Blasts, and thereby MUCH better employed against infantry. The former...well, not the hardest to Shake or Stun.  Moving towards Objectives also precludes you firing, so that's bad. lol

The other anti-tank is the fairly reliable forward element of multiple-Meltas, but you tend to play these in a more defensive, counter-attacking fashion, and I'm never convinced that being more decisive wouldn't carry the day much faster and better. :p

Finally, the Russes.  Ugh.  I think this points level really highlights their inefficiency even better - although at least Plasma Sponsons are the best choice, granting some measure of duality (sort of) and boosting otherwise potentially questionable anti-infantry firepower.  That said, I think the Exterminator (if that's the Autocannon one) would probably be a better fit - it's very difficult to destroy or even Shake at range, and so keeps pumping fire downfield all game, screening the Manticore just as well as the regular, and giving you a more solid anti AV-11 platform.
